The Control State Scorecard is a system created to monitor, analyze, communicate, and control the inbound logistics from Vendors to the Control State where they operate.
This tool:
- Captures the instances of deliveries from inbound logistics and communicates the results to external vendors.
- Communicates the financial impacts of those delivery instances from vendors to drive better performance (emails, vendor logins, contact pages, graphs, and unified score-carding).
- Allows state agencies to configure the delivery instance by entering custom delivery instance questions, custom groupings (small, medium, large), fiscal years, contact information, vendor information, customizable fees, and fee update tracking for accounting departments.
- Gives vendors visibility on the state of existing submitted deliveries, a clear way to measure their performance, and act on data driven decisions to help improve their performance across states.

Registering for access to the Control State Scorecard
The scorecard uses Google Accounts for easy authentication. If you do not have a Google Account tied to your company email address, the instructions below will show you how.
Follow the steps below to register for access to the site.
You do not need a Gmail account for this. If possible, we recommend using your business email, rather than a personal or new Gmail account for registration. Visit https://accounts.google.com to see if you are logged into a Google account. If you are, and this not tied to your business email or used for business purposes, sign out by clicking on the circle icon in the upper right display and choosing "Sign out". Otherwise this account will be used for registration at the scorecard site.
- Visit the scorecard online at: https://www.controlstatescorecard.com/
- Select the "Sign In" button.
- If you are already logged into a Google account, skip to step 10. If not, you will be prompted to sign in with a Google Account.
- Select the "Google" button. This will take you to accounts.google.com where you will be prompted to log in.
- If your work email address is already associated with a Google account, you can sign in here, then go to step 10.
- If not, choose "Create account" in the lower left corner of the login box.
- On this screen find the link that says "Use my current email address instead" and select it.
- Follow the on-screen prompts. You will be asked to verify your email address and mobile number.
- You will be prompted to check your email for a verification code.
- After the account is created, you will be directed back to the scorecard site to the registration page.
- Fill out the registration form. In the "Reason for Access" box please add your Company or Agency name so we can associate you with the correct account type.
- After choosing the "Register" button you will be sent to a page saying your account is under review.

Sending fee notifications to multiple people
Vendors receive automated emails when they have fees attached to an inspection that has been submitted. The scorecard only allows one email address for notifications. To send this notification to multiple people, set up an email distribution list inside your organization, then contact the technical support team via email at: ABDIT@iowa.gov and let them know the new email address to send notifications to.
